“When I look across America today, I am concerned,” said Mr. Biden. “The country is in a dangerous place. Our trust in one another is dwindling. Hope seems difficult to grasp. “
Too many Americans, he said, are involved in “total, relentless partisan wars.”
“Instead of treating each other’s party as an opposition, we treat them as an enemy,” he said. “This has to end. We need to revive the spirit of bipartisanism in this country, the spirit of being able to work together. ”

If Mr Biden wanted to win over Republican voters in this swing state, he had limited reason to hope. In Pennsylvania, only 15 percent of likely GOP voters expressed a positive opinion of Mr Biden, according to a New York Times / Siena College poll released this week. However, it is viewed more favorably among independent voters in Keystone State: 54 percent see it as positive, 44 percent see it as negative.
Nationwide, there has been some evidence that Mr Biden has built more support after last week’s debate – but not much of that is from Republicans or Conservatives. A CNN poll conducted after the debate was the first in the year that a majority of Americans expressed positive opinions about Mr Biden. This was largely due to a nine point increase in the proportion of women who gave him a positive rating over the past month. Among the Republicans, his favoritism rating remained largely unchanged: only 12 percent expressed a positive opinion.
Earlier on Tuesday, at the end of a virtual fundraiser, Mr Biden said he had “worked and worked and worked” on the speech, indicating that it was about “the soul of America and racial equality and what major issues we’re going to be talking about right now with it. “
“Some people might think it’s a little bit dramatic but I think it’s appropriate,” he said. “We need to unite this nation, and I’ve decided to do this from Gettysburg. I worked very, very, very hard on this speech. “
His trip to Gettysburg came while trying to take advantage of his advantage over Mr. Trump, who is lagging behind in polls and continues to be confined to the White House.
